HSN 5803 00 92 (Of synthetic fibre) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Importers must obtain the PSIC from an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory before the bill of entry is filed.

The most frequent error on this tariff line is assuming that because the exporting country's laboratory has issued a general textile certificate, it satisfies the PSIC requirement for azo-dye absence. The PSIC must specifically certify freedom from prohibited hazardous dyes under General Note 10; a generic quality certificate or a country-of-origin certificate does not substitute. Consignments arriving without a compliant PSIC are detained at the port of entry pending documentary regularisation, attracting demurrage and ground rent.
