HSN 5803 00 91 (Gauze of silk or silk waste) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy. Azo-dye testing is exempted only for imports originating from specified countries.

The most frequent error on this tariff line is assuming the azo-dye testing exemption applies universally because the fabric is a premium silk product. The exemption is origin-specific and covers only the nine listed countries; a consignment from any other origin — including major silk-producing countries — arriving without a conforming PSIC is liable to detention at the port of entry pending production of the test report, with demurrage and ground rent accruing throughout.
