HSN 5803 00 15 (Printed gauze fabric) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside the exempt-country list must be accompanied by a certificate from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The azo-dye testing exemption is country-specific and non-transferable: a consignment sourced from a non-exempt country but routed through an exempt country's port does not qualify for the exemption. Importers frequently assume that a certificate of origin from an exempt country is sufficient; the operative criterion is the country of manufacture, not transhipment. Absent a valid PSIC or test report, customs will detain the consignment and the importer bears detention and demurrage costs pending re-export or destruction.
