HSN 5803 00 14 (Yarn dyed gauze fabric) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10. Imports from most origins must carry a PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The azo-dye exemption list is country-specific and exhaustive — an origin not named in General Note 10 receives no partial or analogous exemption, even if the exporting country is a signatory to bilateral trade agreements with India. Importers sourcing yarn dyed gauze from non-exempt origins who arrive at the bill-of-entry without a PSIC face detention of the consignment pending laboratory testing, with demurrage and ground rent accruing until the certificate is produced or the goods are re-exported.
