    If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing requirement is exempted for those origins alone. For all other countries of origin, the PSIC or test report is mandatory without exception.

A word of counsel

The exemption from azo-dye testing for the listed nine countries is origin-specific, not supplier-specific: a consignment routed through or transshipped via an exempt country but originating elsewhere does not qualify for the exemption. Customs officers verify the country of origin on the certificate of origin against the PSIC issuing-country entry; a mismatch results in detention pending a fresh test report, and demurrage accrues from the date of arrival.
