Piece-dyed gauze fabric (woven, not narrow fabrics)
HSN 5803 00 13 (Piece dyed gauze) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.

- 2If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing requirement is exempted for those origins alone. The exemption from azo-dye testing for the listed nine countries is origin-specific, not supplier-specific: a consignment routed through or transshipped via an exempt country but originating elsewhere does not qualify for the exemption. Customs officers verify the country of origin on the certificate of origin against the PSIC issuing-country entry; a mismatch results in detention pending a fresh test report, and demurrage accrues from the date of arrival.
