Bleached
Bleached gauze fabric, other than narrow fabrics
HSN 5803 00 12 (Bleached gauze) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying the absence of prohibited azo dyes for imports from most origins. The azo-dye testing requirement is grounded in General Note 10 of the ITC (HS) policy and DGFT Public Notice 14/2023 dated 14-06-2023.
- Pre-Shipment Inspection Certificate from exporter
- Azo-dye test report from accredited laboratory
- ITC (HS) policy declaration to CBIC
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory in the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Upload the Pre-Shipment Inspection Certificate or accredited test report in e-Sanchit before filing the bill of entry. Consignments arriving without the required azo-dye certification from non-exempt origins are liable to detention at the port of import pending compliance.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption applies to all origins. The exemption covers EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only; imports from any other origin — including widely used textile-exporting countries outside this list — require a pre-shipment azo-dye test certificate from an accredited laboratory, and absence of this certificate at the bill-of-entry stage invites detention and demurrage.
