HSN 5803 00 11 (Unbleached gauze) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate certifying the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming that the PSIC exemption for listed countries extends to all documentary requirements. The exemption is limited strictly to the azo-dye testing component; other General Note 10 compliance obligations — including certification of composition and conformity — remain in force for all origins including those on the exempt list. Presenting only an origin certificate without the relevant conformity documentation at the bill-of-entry stage invites detention and demurrage.
