Tufted textile fabrics
Tufted textile fabrics (woven, knitted, non-woven)
HSN 5802 30 00 (Tufted textile fabrics) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Public Notice 14/2023 dated 14-06-2023 governs the testing and exemption framework for this tariff line.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes. This document must be uploaded in e-Sanchit before the bill of entry is filed.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm whether the country of origin qualifies for the azo-dye testing exemption. Testing for azo dyes is waived only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins must provide PSIC evidence of absence.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption extends to all origins because the product is a standard commercial fabric. The exemption is strictly country-specific: nine named countries only. Consignments from any unlisted origin arriving without a compliant PSIC are liable to detention at the port of entry, and a test report from a non-accredited or non-TC/CSRTI laboratory is treated as non-compliant even if its findings are negative.
