The most common error on this tariff line is assuming the azo-dye exemption for listed countries waives the Pre-Shipment Inspection Certificate entirely. The exemption applies only to the azo-dye component of testing; the PSIC confirming absence of other prohibited hazardous dyes remains a mandatory bill-of-entry document for all origins. A consignment arriving without a valid PSIC or Textile Committee test report is liable to detention and demurrage pending rectification.
