Handloom cotton terry towelling and woven terry fabrics
HSN 5802 10 60 (Of Handloom) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country confirming the absence of prohibited hazardous azo dyes. - 2If the country of origin is the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the consignment is exempt from azo-dye testing only. The most common error on this tariff line is assuming the azo-dye PSIC exemption extends to all parameters of the Pre-Shipment Inspection Certificate. The country-of-origin exemption applies to azo-dye testing only; a PSIC covering composition, fibre content, and other hazardous-dye parameters remains mandatory even for imports from exempt countries. Filing a bill of entry without the required PSIC or test report exposes the consignment to detention and ground rent pending document production.
