The most common error on this tariff line is assuming that the azo-dye testing exemption extends to countries beyond the nine listed in General Note 10 of the ITC (HS) policy. An importer sourcing piece-dyed terry towelling from, for example, Bangladesh, Pakistan, or China must present a current PSIC or TC/CSRTI test report; absence of this document at the bill of entry will result in consignment detention and demurrage pending documentary compliance.
