Unbleached terry towelling and similar woven fabrics of cotton
HSN 5802 10 10 (Unbleached terry towelling of cotton) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Imports from most origins must be accompanied by a valid azo-dye test report from an accredited laboratory in the exporting country.

The most common error on this tariff line is assuming the azo-dye exemption extends to all origins. The exemption is confined to nine named countries; shipments from any other origin without a valid PSIC will be detained at the port of import pending documentary compliance, attracting demurrage and ground rent that accumulates while the deficiency is remedied — rectification after arrival is not provided for under the General Note regime.
