The azo-dye exemption for the nine listed countries is frequently misread as a blanket exemption from the PSIC requirement altogether. The exemption is parameter-specific: only the azo-dye testing component is waived for those origins; the PSIC from an accredited laboratory or a valid TC/CSRTI test report covering other prohibited hazardous dyes must still accompany the consignment. Absence of any PSIC at the bill of entry exposes the consignment to detention regardless of the country of origin.
