The most common error on this tariff line is assuming that an exempt-country origin removes all documentation obligations: the azo-dye testing exemption is country-specific and narrow, covering only the nine listed nations, and applies solely to that one test parameter. Other hazardous-dye parameters under General Note 10 and any applicable composition or labelling documentation remain required regardless of origin; a PSIC limited to azo dyes from a non-exempt origin will not satisfy the full General Note 10 scope.
