Chenille fabrics, other than specified woven pile types
HSN 5801 36 90 (Chenille fabrics, other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country to certify absence of prohibited hazardous azo dyes. Imports from the European Union, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing under General Note 10 of the ITC (HS) policy.

The azo-dye testing exemption is strictly country-of-origin specific and does not extend to goods transshipped through an exempt country. Chenille fabric originating in a non-exempt country but routed through, say, an EU hub remains subject to the full PSIC requirement; presenting a certificate of transit rather than a valid origin-country lab report will result in detention and possible confiscation at the port of entry.
