All other origins must furnish the PSIC without exception.

The exemption from azo-dye testing applies strictly to the nine listed countries of origin and does not extend to consignments transshipped through or invoiced from those countries if the manufacturing origin differs. Presenting a test report from an unaccredited or non-TC/CSRTI laboratory as a substitute for the PSIC routinely results in consignment detention and demurrage accumulating at the port of entry pending a compliant certificate.
