If the consignment originates from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea or the United Kingdom, the azo-dye testing requirement is waived; document the origin clearly on the bill of entry to invoke the exemption. All other origins must furnish the PSIC without exception.

The exemption from azo-dye testing applies strictly to the nine listed countries of origin and does not extend to consignments transshipped through or invoiced from those countries if the manufacturing origin differs.
