Chenille corduroy fabrics for textile imports
HSN 5801 36 10 (Carduroys) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory is accepted as an equivalent.

- 2If the consignment originates from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea or the United Kingdom, the azo-dye testing requirement is waived; document the origin clearly on the bill of entry to invoke the exemption. The exemption from azo-dye testing applies strictly to the nine listed countries of origin and does not extend to consignments transshipped through or invoiced from those countries if the manufacturing origin differs. Presenting a test report from an unaccredited or non-TC/CSRTI laboratory as a substitute for the PSIC routinely results in consignment detention and demurrage accumulating at the port of entry pending a compliant certificate.
