    Upload the PSIC or valid test report in e-Sanchit at the bill of entry stage. Customs out-of-charge will not be granted until the document is verified; consignments presenting neither a PSIC nor a qualifying exemption-origin certificate are liable to detention pending rectification.

The exemption from azo-dye testing for listed countries is narrowly construed: it covers azo-dye testing only and does not dispense with the PSIC requirement for other prohibited hazardous dyes. Importers sourcing from exempt origins who submit no PSIC at all — rather than an azo-dye-exempt PSIC covering remaining parameters — routinely face consignment detention at the port, as customs officers verify against General Note 10 parameters in full.
