HSN 5801 33 00 (Other weft pile fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Policy. The PSIC must be issued by an accredited laboratory of the exporting country or supported by a valid test report from a Textile Committee or CSRTI laboratory.

The exemption from azo-dye testing for listed countries is narrowly construed: it covers azo-dye testing only and does not dispense with the PSIC requirement for other prohibited hazardous dyes. Importers sourcing from exempt origins who submit no PSIC at all — rather than an azo-dye-exempt PSIC covering remaining parameters — routinely face consignment detention at the port, as customs officers verify against General Note 10 parameters in full.
