The most common error on this tariff line is assuming that a supplier's own declaration of dye compliance substitutes for a PSIC from an accredited laboratory. General Note 10 mandates a certificate or test report from an accredited lab of the exporting country or a Textile Committee or CSRTI laboratory specifically; a manufacturer's self-declaration or a certificate from an unaccredited facility will not satisfy customs verification and the consignment will be detained pending a conforming document.
