HSN 5801 31 00 (Uncut weft pile fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from specified countries are exempt from azo-dye testing under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming the azo-dye exemption list is broader than it is — several significant textile-exporting countries, including Bangladesh, China, Vietnam and Pakistan, are not on the exemption list and require a full PSIC or CSRTI test report for every shipment. Presenting a commercial certificate of quality in place of an accredited-laboratory PSIC is not an acceptable substitute and will result in consignment detention pending production of the correct document.
