Warp pile fabrics, ‘epingle’ (uncut)
Woven warp pile fabrics, epingle (uncut), of cotton
HSN 5801 27 10 (Warp pile fabrics, 'epingle' (uncut)) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. No additional sectoral Partner Government Agency licence applies; DGFT policy compliance at the bill of entry is the operative clearance requirement.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Azo-dye exemption declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes before shipment. This requirement applies to all origins except those listed as exempt.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify whether the country of export qualifies for the azo-dye testing exemption. Testing is exempted only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins must produce the PSIC or TC/CSRTI test report at the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that the azo-dye exemption for listed countries removes the PSIC requirement altogether. The exemption covers azo-dye testing only; other composition or safety parameters under General Note 10 of the ITC (HS) policy may still require a valid test report, and presenting no documentation at customs exposes the consignment to detention pending verification.
