Chenille fabrics
Woven chenille fabrics of cotton
HSN 5801 26 00 (Chenille fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Importers must obtain a PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI before the consignment is filed at the bill of entry.

- Test report from Textile Committee
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, certifying the absence of prohibited hazardous azo dyes. This document must be available at the bill-of-entry stage as a mandatory clearance requirement under General Note 10 of the ITC (HS) policy.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Note the country-of-origin exemption before placing the purchase order: azo-dye testing is waived only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom. Consignments from all other origins must carry the PSIC or test report without exception.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption extends to any country with comparable textile-safety standards beyond the nine listed origins. The exemption list is exhaustive and fixed by DGFT Public Notice 14/2023; a consignment from an unlisted origin arriving without a valid PSIC or Textile Committee test report will be detained at the port of entry, attracting demurrage and ground rent until the shortfall is remedied or the consignment is re-exported.
