The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly and arriving at the port without a PSIC. The exemption is country-of-origin specific and covers only the nine listed countries; any consignment from an unlisted origin without a valid PSIC or TC/CSRTI test report will be detained pending documentation, accruing demurrage and ground rent while a retrospective test report is sought.
