The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing extends to the entire PSIC requirement. The exemption covers only the azo-dye component of testing; a PSIC or valid TC/CSRTI test report certifying compliance with all other prohibited dye and hazardous-substance parameters remains mandatory regardless of origin. Consignments presented without any PSIC are detained at the port of entry pending compliance.
