The most common error on this tariff line is assuming that country-of-origin exemption from azo-dye testing eliminates the PSIC requirement entirely. The nine exempt-origin countries are relieved only of the azo-dye component of testing; the broader prohibition on hazardous dyes and the PSIC obligation remain in force for all origins. A consignment arriving without a valid PSIC or TC/CSRTI test report — regardless of origin — is liable to detention pending documentary compliance.
