Coir yarn, cordage, rope and cable articles
HSN 5609 00 10 (Products of coir) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) for all textile and textile article imports under General Note 10 of the ITC (HS) Schedule. The PSIC, from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI, must certify the absence of prohibited hazardous azo dyes.

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing negates the PSIC requirement entirely. The azo-dye testing exemption for the nine listed countries covers only that specific test parameter; a PSIC or TC/CSRTI test report addressing other prohibited hazardous dye parameters under General Note 10 remains required for all origins, and customs will detain the consignment if no inspection document is uploaded in e-Sanchit at out-of-charge.
