Made-up jute nets, netting and geotextiles (agro-textile, erosion-control)
HSN 5608 90 20 (made-up nets of jute) is covered by multiple Bureau of Indian Standards Quality Control Orders. Conformity to IS 14715 (Part 1 and Part 2):2016 for jute geotextiles, and to the applicable IS standards under the Agro Textiles (Quality Control) Order, 2023, is mandatory under the ISI Mark Scheme with effect from 28 March 2024; the Ropes and Cordages Quality Control Order, 2024 applies concurrently from 01 April 2025. Directorate General of Foreign Trade policy controls — including Jute Commissioner registration, Pre-Shipment Inspection Certification, and port-of-entry restrictions on Bangladesh-origin goods — apply as separate customs-clearance overlays.

- 2Verify the foreign supplier's BIS CM/L licence number, licensed IS scope, product variant, and licensed manufacturing facility on the BIS online register before placing the purchase order. - 4Register with the Office of the Jute Commissioner, Ministry of Textiles, before import, and obtain a Pre-Shipment Inspection Certificate from an accredited laboratory certifying absence of prohibited hazardous azo dyes. - 5If the consignment originates in Bangladesh, import only through Nhava Sheva seaport — land-port entry on the India-Bangladesh border is not permitted for jute and jute products. The single most common error on this tariff line is treating it as a single-standard BIS obligation when in fact three separate Quality Control Orders — the jute geotextiles order (S.O. 1706(E)), the Agro Textiles QCO (S.O. 4248(E) as amended by S.O. 1579(E)), and the Ropes and Cordages QCO (S.O. 4327(E)) — may simultaneously apply depending on the product's end-use specification. An importer who secures a CM/L licence against IS 14715 for geotextile applications and then ships agro-textile netting (IS 17356, 17357, or 17358) under the same licence will face detention for scope mismatch; the relevant IS and QCO must match the consignment's actual product sub-type.
