HSN 5607 90 90 (residual twine, cordage, ropes and cables) is covered by Bureau of Indian Standards Quality Control Orders binding multiple Indian Standards under the ISI Mark Scheme. Conformity obligations arise under the Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024 and the Geotextiles, Indutech and Ropes and Cordages (Quality Control) Order, 2024, effective from 03 October 2024. Directorate General of Foreign Trade port-restriction and Pre-Shipment Inspection Certificate requirements apply as separate customs-clearance overlays.

The single most consequential error on this tariff line is treating HSN 5607 90 90 as a single-IS, single-QCO obligation and obtaining a CM/L only against IS 6590. In practice, four separate Quality Control Orders bind up to twelve Indian Standards to this residual heading, and the applicable IS is determined by fibre composition and construction — not by the importer's preference. A consignment of polypropylene ropes arriving with a CM/L for HDPE ropes under IS 6590, or a webbing sling consignment without a CM/L under IS 15041, will be detained at port regardless of the PSIC and Bangladesh port-routing compliance.
