Directorate General of Foreign Trade textile import controls, including Pre-Shipment Inspection Certificate requirements, apply as a separate customs-clearance overlay.

- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable IS standard for nylon fish net twine — principally IS 1084 or IS 8674 depending on construction. Verify the supplier's CM/L number, licensed product scope, and licensed manufacturing facility on the BIS online register before placing the purchase order.Ropes and Cordages Quality Control Order, 2024 · S.O. 4327(E) dated 03-10-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Confirm which IS standard governs the specific construction being imported: IS 1084:2005 for manila and general twines, IS 8674:2013 for polyethylene strand ropes, IS 4572:2022 for polyamide strand ropes, IS 17609:2021 for polyester/polyolefin dual-fibre ropes. The CM/L must be valid against the construction-specific standard, not merely the heading.S.O. 4327(E) dated 03-10-2024 · applicable IS standards cited in the Ropes and Cordages Quality Control Order, 2024
- 3Ensure every unit of twine bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must be on the product or its label, not on outer packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Ropes and Cordages Quality Control Order, 2024
- 4Accompany the consignment with a Pre-Shipment Inspection Certificate from an accredited laboratory in the exporting country certifying absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and United Kingdom are exempt from azo dye testing.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 5Quote the supplier's BIS CM/L number and the IS standard reference on the bill of entry alongside the PSIC. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or construction-scope-mismatched licence triggers consignment detention.Ropes and Cordages Quality Control Order, 2024 · S.O. 4327(E) dated 03-10-2024 · BIS Act, 2016 · Customs Act, 1962
The most common error on this tariff line is treating the Ropes and Cordages QCO as requiring a single generic CM/L — when in fact the Order maps each construction type to a distinct IS standard. A supplier licensed under IS 1084 for general twines is not automatically licensed for polyamide strand ropes under IS 4572 or polyethylene ropes under IS 8674; importing nylon fish net twine against a CM/L scoped only to a different rope family triggers detention on a scope mismatch even where the ISI mark is physically present on the goods.
