HSN 5607 41 00 (binder or baler twine of polyethylene or polypropylene) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1084 — and to the additional construction-specific Indian Standards — is mandatory under the ISI Mark Scheme with effect from 03 October 2024, by virtue of the Ropes and Cordages (Quality Control) Order, 2024. Directorate General of Foreign Trade textile-import policy controls, including a Pre-Shipment Inspection Certificate for hazardous dye absence, apply as a separate customs-clearance overlay.

A mixed consignment containing two construction types requires two independently verified CM/L licences; customs detention on the non-covered construction follows automatically where only one is declared.
