HSN 5607 29 00 (sisal, agave and other natural-fibre ropes, twines and cordage) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1084 and the suite of applicable Indian Standards is mandatory under the ISI Mark Scheme with effect from 01 April 2025, by virtue of the Ropes and Cordages (Quality Control) Order, 2024 notified as S.O. 4327(E) dated 03 October 2024. Directorate General of Foreign Trade policy controls on textile imports, including Pre-Shipment Inspection Certificate requirements, apply as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the precise fibre and construction type of the consignment and match it to the applicable Indian Standard: IS 1084:2005 for manila ropes, IS 11066:2022 for polyester strand ropes, IS 14928:2001 for composite synthetic fibre ropes, IS 14929:2022 for mixed polyolefin ropes, IS 4572:2022 for polyamide strand ropes, IS 5175:2022 for polypropylene ropes, IS 8674:2013 for polyethylene strand ropes, IS 17609:2021 for polyester/polyolefin dual-fibre ropes, or IS 1804:2004 for steel wire ropes with fibre cores.Ropes and Cordages (Quality Control) Order, 2024 · S.O. 4327(E) dated 03-10-2024
- 2Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable IS standard for the specific rope construction and fibre type. Verify the CM/L number, licensed product scope, and licensed facility on the BIS online register before placing the purchase order.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 4327(E) dated 03-10-2024
- 3Ensure each product unit bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking does not satisfy the statutory requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Ropes and Cordages (Quality Control) Order, 2024
- 4Accompany the consignment with a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country certifying absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing, but the PSIC for fibre composition remains required.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 5Quote the supplier's BIS CM/L number and the applicable IS reference on the bill of entry alongside the PSIC. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or construction-type-mismatched licence triggers consignment detention.Ropes and Cordages (Quality Control) Order, 2024 · S.O. 4327(E) dated 03-10-2024 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is presenting a CM/L licence that covers one rope construction or fibre type while importing a different construction — for example, holding a licence against IS 5175:2022 (polypropylene) while importing IS 14929:2022 (mixed polyolefin) ropes. The Ropes and Cordages (Quality Control) Order, 2024 maps each construction to a distinct Indian Standard, and customs verifies the CM/L scope against the product-specific IS at port; a construction-type mismatch triggers detention and re-export regardless of the supplier's overall BIS accreditation standing.
