- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable Indian Standard (IS 1084:2005 for manila and sisal twine, or the relevant cordage standard for the fibre composition). Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Ropes and Cordages Quality Control Order, 2024 · S.O. 4327(E) dated 03-10-2024 · Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
- 2Match the applicable Indian Standard to the fibre composition of the consignment: IS 1084:2005 applies to manila/sisal ropes; IS 11066:2022 to polyester-strand ropes; IS 14929:2022 to mixed polyolefin ropes; IS 5175:2022 to polypropylene ropes; IS 4572:2022 to polyamide ropes; IS 8674:2013 to polyethylene ropes; IS 17609:2021 to polyester/polyolefin dual-fibre ropes. The CM/L licence must specifically cover the fibre type being imported.Ropes and Cordages Quality Control Order, 2024 · S.O. 4327(E) dated 03-10-2024
- 3Ensure every spool or coil of twine bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or permanently attached label, not on outer packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Ropes and Cordages Quality Control Order, 2024
- 4Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or Central Sheep and Wool Research Institute, certifying absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo dye testing.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 5Quote the supplier's BIS CM/L number and the PSIC reference on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or fibre-scope-mismatched licence triggers consignment detention.Ropes and Cordages Quality Control Order, 2024 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is presenting a CM/L licence covering one fibre family — typically polypropylene or polyethylene rope — while importing sisal or agave binder twine that falls under a different Indian Standard, IS 1084:2005. Each cordage standard in the Ropes and Cordages QCO, 2024 is fibre-specific; a CM/L issued against IS 5175:2022 (polypropylene) does not cover sisal twine under IS 1084:2005, and customs detention follows the moment the bill-of-entry fibre description conflicts with the licensed standard's scope.
