A word of counsel

The most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries extends to all other PSIC parameters — it does not. The exemption applies only to testing for the presence of azo dyes; the PSIC requirement for absence of other prohibited hazardous dyes remains in force for all origins including the nine exempt countries. A consignment presenting only an azo-dye clearance without a full PSIC from a non-exempt origin will be detained at the bill-of-entry stage.

Frequently asked
Does HSN 5606 00 30 require BIS certification?
No, zari trimmings and gimped yarn are not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, with a Pre-Shipment Inspection Certificate requirement under General Note 10 to ensure absence of prohibited hazardous dyes.
Which countries are exempt from the azo-dye testing requirement for this tariff line?
EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only, per DGFT Public Notice 14/2023 dated 14-06-2023; a PSIC covering other prohibited hazardous dyes is still required from all origins.
Can a test report from a domestic laboratory substitute for the PSIC at the bill of entry?
No. General Note 10 of the ITC (HS) policy requires a PSIC from an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory; a test report from an unaccredited or non-notified domestic laboratory does not satisfy the requirement.
