Trimmings, of man-made fibres
Gimped yarn, chenille yarn, trimmings of man-made fibres
HSN 5606 00 20 (Trimmings, of man-made fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Testing exemptions apply for imports from specified countries only, per DGFT Public Notice 14/2023 dated 14-06-2023.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes before the consignment is dispatched.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm whether the country of export is one of the nine exempt origins — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — before relying on the azo-dye testing exemption. For all other origins, the PSIC covering azo-dye absence is mandatory without exception.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption extends to any country with broadly equivalent textile safety standards. The exemption is an exhaustive list of nine named jurisdictions — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and imports from any other origin without a valid PSIC are liable to detention and ground rent pending the mandatory test report.
