A word of counsel

The country-of-origin exemption for azo-dye testing is frequently misapplied to goods transshipped through an exempt country rather than originating there. Metallised yarn manufactured outside the nine exempt jurisdictions but routed through, say, an EU port of transshipment remains subject to the full PSIC requirement; origin is determined by manufacturing, not by the port of departure. A missing or non-conforming PSIC at the bill-of-entry stage results in consignment detention pending production of a compliant document.
