Metallised yarn combined with metal, other types
HSN 5605 00 90 (Other metallised yarn) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Import Policy. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI.

The country-of-origin exemption for azo-dye testing is frequently misapplied to goods transshipped through an exempt country rather than originating there. Metallised yarn manufactured outside the nine exempt jurisdictions but routed through, say, an EU port of transshipment remains subject to the full PSIC requirement; origin is determined by manufacturing, not by the port of departure. A missing or non-conforming PSIC at the bill-of-entry stage results in consignment detention pending production of a compliant document.
