The most common error on this tariff line is assuming the azo-dye PSIC exemption for listed countries extends to all parameters of textile compliance — it does not. The exemption covers testing for the presence of azo dyes only; a PSIC or valid test report addressing other prohibited hazardous-dye parameters remains required regardless of the country of origin. Consignments arriving without the requisite test report are liable to detention at the port of entry pending documentary compliance.
