The most common error on this tariff line is assuming the azo-dye exemption applies to any developed-country origin. The exemption list is closed and country-specific; an origin not enumerated in General Note 10 — even one with equivalent domestic dye-safety regulations — must present a valid PSIC. Consignments arriving without the certificate from a non-exempt origin are detained pending laboratory testing, attracting demurrage and ground rent.
