The most common error on this tariff line is assuming that because rubber thread is the primary commodity, the textile-article PSIC obligation does not apply. The ITC (HS) policy requirement under General Note 10 attaches to all textile and textile articles — including rubber thread textile-covered — regardless of the rubber content. A consignment arriving without the PSIC from a non-exempt origin is liable to detention pending procurement of a compliant test report, with demurrage and ground rent accruing during that period.
