If the consignment originates from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing requirement is waived; however, a country-of-origin declaration and documentation establishing the exempt-country origin must still be presented at the bill of entry.

A word of counsel

The most common error on this tariff line is assuming that because rubber thread is the primary commodity, the textile-article PSIC obligation does not apply. The ITC (HS) policy requirement under General Note 10 attaches to all textile and textile articles — including rubber thread textile-covered — regardless of the rubber content. A consignment arriving without the PSIC from a non-exempt origin is liable to detention pending procurement of a compliant test report, with demurrage and ground rent accruing during that period.

Frequently asked
Does HSN 5604 10 00 require BIS certification?
No, rubber thread and cord textile covered falls outside the BIS Quality Control Order regime. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, principally the azo-dye Pre-Shipment Inspection Certificate requirement under General Note 10.
Which countries are exempt from azo-dye testing for this tariff line?
