Nonwovens over 150 g/m2 (synthetic microfibres for cement matrix, geotextiles)
HSN 5603 94 90 (nonwovens weighing more than 150 g/m2) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 16481:2022 is mandatory under the ISI Mark Scheme for synthetic microfibres used in cement-based matrix, with effect from 03 April 2023 under the Synthetic Microfibres for Use in Cement Based Matrix (Quality Control) Amendment Order, 2022. Directorate General of Foreign Trade textile import controls, including Pre-Shipment Inspection Certificate requirements, apply as a separate customs-clearance overlay.

The single most common error on this tariff line is assuming one BIS Quality Control Order governs all nonwovens above 150 g/m2 imported under HSN 5603 94 90. In practice, two concurrent QCO obligations operate on the same tariff line: IS 16481:2022 for synthetic microfibres in cement-based matrix (S.O. 1654(E) / S.O. 4608(E)) and IS 16090:2013 for protective geotextiles (S.O. 1706(E)). An importer who secures a CM/L under one standard and ships product falling within the other standard's scope faces detention at port on the uncovered category — the licence must match the specific product application, not merely the HSN.
