The most common error on this tariff line is assuming the azo-dye testing exemption for listed countries removes the PSIC requirement entirely. The exemption applies only to azo-dye testing; conformance with other parameters under General Note 10 — including prohibited hazardous dyes beyond the azo-dye category — remains obligatory for all origins. A consignment arriving without the required test documentation is liable to detention and demurrage pending post-arrival laboratory clearance.
