The Jute Import Order prohibits import of used jute bags entirely — this prohibition applies regardless of tariff classification and is enforced at the bill of entry stage; consignments that include used jute bags alongside new jute felt are subject to confiscation of the prohibited portion and monetary penalty. Importers frequently overlook that the Jute Commissioner registration is a pre-import requirement, not a post-arrival formality; registration obtained after vessel departure does not cure a Restricted-import deficiency at the port.
