HSN 5602 21 00 (felt of wool or fine animal hair) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11 of the ITC (HS) policy, read with the Textile (Development & Regulation) Order, 2001 and Notification No. CER(18)/99-CLB dated 7 March 1988. A Pre-Shipment Inspection Certificate certifying fibre composition and a certificate of origin are mandatory accompanying documents, and azo-dye testing requirements under General Note 10 apply to all non-exempt origins.

- 2Ensure the PSIC from an accredited laboratory of the exporting country — or a valid test report from a Textile Committee or CSRTI laboratory — certifies the absence of prohibited hazardous azo dyes. The most common error on this tariff line is procuring a PSIC limited to azo-dye testing and treating it as sufficient. General Note 11 independently requires a composition-certifying PSIC and a brand-owner genuineness certificate — neither is satisfied by the azo-dye test report alone. Arriving without all three documents (composition PSIC, certificate of origin, brand-owner certificate) exposes the consignment to detention at the port of import pending rectification.
