    Ensure the PSIC from an accredited laboratory of the exporting country — or a valid test report from a Textile Committee or CSRTI laboratory — certifies the absence of prohibited hazardous azo dyes. Testing for azo dyes is required for all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and United Kingdom.

A word of counsel

The most common error on this tariff line is procuring a PSIC limited to azo-dye testing and treating it as sufficient. General Note 11 independently requires a composition-certifying PSIC and a brand-owner genuineness certificate — neither is satisfied by the azo-dye test report alone. Arriving without all three documents (composition PSIC, certificate of origin, brand-owner certificate) exposes the consignment to detention at the port of import pending rectification.
