HSN 5601 29 00 (other wadding of textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or supported by a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming the azo-dye testing exemption extends beyond the nine specifically listed countries. An origin-country certificate or certificate of origin that is ambiguous — for instance, goods transshipped through an exempt country but manufactured elsewhere — does not qualify for the exemption; the PSIC from an accredited laboratory remains mandatory, and failure to produce it at the bill of entry stage will result in consignment detention pending test-report submission.
