The single most common error on this tariff line is assuming the azo-dye exemption applies because the exporting country is perceived as low-risk or a developed market — only the nine specified countries are exempt, and any other origin, regardless of the supplier's reputation, requires a complete azo-dye test in the PSIC. A PSIC that is silent on azo-dye results for a non-exempt origin will cause consignment detention pending a re-test, accruing demurrage and ground rent at the port of entry.
