The most common error on this tariff line is assuming that the azo-dye PSIC requirement is universal and therefore overlooking the nine-country exemption — or, conversely, claiming the exemption for a consignment transshipped through an exempt country when the actual manufacturing origin is outside the list. The exemption is tied to the country of manufacture, not the country of export; a mismatch surfaces at port verification and can result in consignment detention pending re-testing.
