The most common error on this tariff line is treating the azo-dye testing exemption for listed countries as a full waiver of the PSIC requirement. The exemption covers only the azo-dye test parameter; testing for all other prohibited hazardous dyes under General Note 10 remains obligatory regardless of origin. A bill of entry filed without a compliant PSIC or valid TC/CSRTI test report is liable to detention and refusal of out-of-charge.
