The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly to all origins. The exemption is strictly limited to nine named countries; consignments from any other origin arriving without a valid PSIC or TC/CSRTI test report are liable to detention at the port of import. Even for exempt origins, verify that the certificate of origin unambiguously establishes the qualifying country of manufacture, not merely country of export.
