Woven fabrics of synthetic staple fibres mixed with cotton
HSN 5514 29 00 (Other woven fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Import Policy. The PSIC must be issued by an accredited laboratory of the exporting country or accompanied by a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins once a supplier from an exempt country is named on the invoice. The exemption is origin-specific and attaches to the country of manufacture, not the country of export or the nationality of the exporter; a consignment manufactured in a non-exempt country and routed through an exempt country does not qualify, and arrival without a valid PSIC results in detention pending production of the certificate.
