The most frequent error on this tariff line is assuming the azo-dye testing exemption applies broadly. The exemption is country-of-origin specific — confined to nine named countries — and a consignment from any other origin arriving without a valid PSIC or TC/CSRTI test report is liable to detention and re-export. Even for exempt-origin shipments, the test report covering other prohibited hazardous dyes remains required; the exemption covers azo-dye testing only.
