The most common error on this tariff line is assuming the azo-dye testing exemption applies to a broader set of origins than those explicitly listed. The nine exempt countries are exhaustively enumerated; a consignment from any other origin — including transit-processed goods where the fabric was manufactured in a non-exempt country — requires a PSIC or TC/CSRTI test report, and absence of this document at the bill of entry stage results in detention and potential confiscation of the consignment.
