  1. 1
Before dispatch, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes. 2. 2
Confirm the country of origin against the azo-dye testing exemption list. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from the azo-dye testing requirement only; PSIC coverage for other prohibited hazardous dyes and composition parameters remains mandatory regardless of origin.

A word of counsel

The most common error on this tariff line is interpreting the country-of-origin azo-dye exemption as a blanket waiver from the PSIC requirement. The exemption is narrowly confined to azo-dye testing for the nine listed countries; all other prohibited hazardous dye parameters must still be covered by a PSIC or valid TC/CSRTI test report. A consignment arriving without a compliant PSIC is liable to detention at the port of import pending rectification.
